Chief Henrich was appointed as a patrol officer by the City Council on November 5, 1979.&lt;br /&gt;&lt;br /&gt;Under new business, the City Council will be provided with an update and be able to ask questions regarding the City’s “Small Cities Development Program.”  Earlier this year, the City was awarded grant and low interest loan dollars to assist businesses with renovations and code improvements to their building.  The grant administrator will be on hand to talk about the program and answer questions from prospective applicants. The WLWA is requesting $6,000 from the City to treat curly leaf pondweed in 2010. &lt;br /&gt;&lt;br /&gt;Under new business, the Adult Training and Habilitation Center will ask the City Council to consider the approval of a “Conditional Use Permit” (CUP) to allow for the operation of a thrift store at 311 Fairlawn Avenue West.  The City of Winsted, through its CUP process, can limit the hours of operation, signage, lighting and other miscellaneous site aspects of the business.  The proposed hours of operation for the thrift store are Monday through Friday, 9 a.m. to 4 p.m. and seasonal Saturday’s from 9 a.m. to Noon.&lt;br /&gt;  &lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, October 20th at 6 p.m. in the Winsted City Hall Council Chambers. The ordinance would require individuals applying for a building permit to construct a new home, apartment, commercial or industrial building to provide an escrow payment (or deposit) to the City to ensure that landscaping is completed on the property.  Single family home construction would be required to provide a $1,500 escrow payment, while apartment, commercial and industrial building projects would be required to escrow 125% of the estimated landscape costs.  Escrow payments would be returned to the applicant upon the City verifying that the landscaping for the property has been completed.  The ordinance would also stipulate that escrow payments would be forfeited to the City of Winsted if the applicant failed to have the required landscaping established within twelve months after a certificate of occupancy had been issued for the building project.&lt;br /&gt;&lt;br /&gt;Under new business, the Roadhouse Coffee Shop will ask the City Council to consider the approval of a “consumptions and display” permit for their business.  The permit would allow customers of the Roadhouse to bring in their own bottle of wine and consume it on-site.  A “corking” fee would be charged dependent on food purchases made by the customer; however, the Roadhouse would not be permitted to sell (on-sale or off-sale) wine or other alcoholic beverages. &lt;br /&gt;&lt;br /&gt;In other matters, the City Council will review an engineering report for Fairlawn Circle, consider adopting the 2009 capital improvement plan for the Winsted Airport, hear from Joe Johnson regarding his skydiving proposal and review correspondence from McLeod County regarding Winsted’s request to reduce speed and add a four-way stop on McLeod County Road 1.  The letter from McLeod County has denied both requests of the City.&lt;br /&gt;  &lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, October 6th at 6 p.m. in the Winsted City Hall Council Chambers. The primary change to the ordinance involves creating a better set of definitions as to what defines blight.  The following items will be considered “blight” under the amended ordinance:&lt;br /&gt;&lt;br /&gt;“In any area the storage or accumulation of junk, trash, rubbish or refuse of any kind.   The term "junk" shall include, but is not limited to, parts of machinery or motor vehicles, unused stoves or other appliances stored in the open; barrels, tires, dilapidated fences or sheds, broken cement, dilapidated lawn furniture and ornaments, dilapidated bicycles, dilapidated children’s toys or other similar materials, remnants of wood; decayed, weathered or broken construction materials; metal or any other material or cast off material of any kind whether or not the same could be put to any reasonable use.  Boats, snowmobiles, campers, ATV’s or other motorized vehicles that are not operable, being used for parts, decayed, dismantled, or no longer serve their original use.”   &lt;br /&gt;&lt;br /&gt;The Blight Ordinance also regulates the placement of “junk vehicles” in the community.  &lt;br /&gt;&lt;br /&gt;In other matters, the City Council will review a variance request to place a shed within a front setback at 470 5th Street North, discuss a plan submitted by the Road House for a parking lot expansion project and consider a proposal by the ATHC to operate a thrift store at 311 Fairlawn Avenue.  The Planning Commission recommended that the ATHC apply for a conditional use permit, which would allow neighborhood input, prior to allowing the thrift store to start up.   &lt;br /&gt;&lt;br /&gt;Finally, the City Council will review a liquor license violation at Big Al’s Bar.&lt;br /&gt;  &lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, September 15th at 6 p.m. in the Winsted City Hall Council Chambers. Johnson would operate his business out of an existing hangar at the airport and expects most of the skydiving activity to occur during the weekend.  The proposed drop zone would be situated in an open field between the current hangar buildings and CR 5.  At the September 1st meeting, the Council will determine if they want to have the City Attorney and Engineer assist in preparing an operational agreement for the applicant to run the skydiving business out of the airport.  &lt;br /&gt;&lt;br /&gt;In another matter, the City Council will take action to adopt their maximum tax levy amount for 2010.  The City Council annually adopts a maximum tax levy in September before settling on a final tax levy and budget in December.  The proposed tax levy for 2010 shows a less than 1% (.6%) increase over the adopted 2009 tax levy and once adopted can only be lowered by the City Council before the end of the year.&lt;br /&gt; &lt;br /&gt;Also on the agenda, the Council will discuss setting a public hearing for a new ordinance that would require a landscape escrow (deposit) payment for building permits on new construction in Winsted.  The deposit would be returned to the applicant only after the landscaping work had been completed on the property.  The new ordinance is being proposed to deal with a rise in incomplete landscaping work on new construction sites.   &lt;br /&gt;&lt;br /&gt;In other matters, the Council will consider adopting a resolution of support for the paving of the Luce Line Trail from Winsted to Hutchinson using State Bond proceeds and review quotes for the repair of a section of Zion Avenue.&lt;br /&gt;   &lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, September 1st at 6 p.m. in the Winsted City Hall Council Chambers. Both projects involve pavement repair and the installation of storm sewer infrastructure.  In addition, 3rd St. S. (formally known as CR 116) is being discussed as a possible candidate for a “takeback” with McLeod County.  Essentially, the City could take control of the street in exchange for the County providing a mill and overlay for the street from Baker Avenue to Linden Avenue.  At this point, the “takeback” discussion is in its infancy and a formal dialogue with McLeod County would have to take place in order for this project to proceed.&lt;br /&gt;&lt;br /&gt;In another matter, the City Council will consider authorizing the construction of a trail section through Southview Park.  The trail would run from the Luce Line Trail all the way to the north end of the park (approximately 310 ft.).  The construction of this trail section would accomplish a major goal from the City’s “Master Trails Plan.” The trail section could create an improved entrance into the City of Winsted from the Luce Line Trail and would be followed up by a proposed signage plan, which could lead trail users through downtown Winsted and eventually to the connection on the west side of town.  &lt;br /&gt;&lt;br /&gt;The trail section would also provide a handicapped access to Southview Park’s playground equipment.  Currently, there is not a curb cut leading into the park that provides a hard surfaced access to the playground equipment.&lt;br /&gt;&lt;br /&gt;In other matters, the City Council will review quotes for the replacement of the 2003 squad car, consider setting a public hearing to make amendments to the Blight Ordinance and hold a public hearing to set guidelines for conducting background checks for the Police Department.&lt;br /&gt; &lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, August 18th at 6 p.m. in the Winsted City Hall Council Chambers. One of the major components of the plan is a shift of the runway to the north to accommodate an asphalt runway surface.  The city is not financially obligated to follow the plan; however, in order to receive FAA funding, reasonable progress must be made on meeting the plan’s objectives.  &lt;br /&gt;&lt;br /&gt;In another matter, the City Council will review guidelines for downtown development in Winsted.  In 2006, the City’s Downtown Renewal Commission developed a set of “Downtown Design Guidelines.”  The guidelines address signs, awnings, building materials, color, windows and other items associated with the redevelopment of building facades in the downtown. The developer, Clay Montgomery, had a preliminary plat approved for this property located in the northwest corner of the intersection of CR 1 and CR 5 in 2006 and subsequently received approval from the City Council in December of 2008 to have the approval extended through September of 2009.  If the request for extension is not granted, the developer must either make an application for a final plat or have the preliminary plat expire, which would require a new public approval process for the original plan. &lt;br /&gt;&lt;br /&gt;In other business, the City Council will be presented with the city’s strategic plan for 2009 and 2010.  The plan was created during the recent Council and staff retreat that included department reports and an evaluation of the city survey, which was conducted earlier in the year.  &lt;br /&gt;&lt;br /&gt;The City Council will also review a proposal by the City Engineer to prepare a facilities plan for the city’s sanitary sewer system. The committee is requesting that the City Council appoint their group as an official volunteer committee of the City of Winsted, in order to obtain necessary liability coverage and access to city equipment and facilities. The committee is planning a variety of youth and family centered recreational and entertainment based opportunities in Winsted this summer.  &lt;br /&gt;&lt;br /&gt;In another matter under new business, the City Council will consider reducing water and sewer connection fees for new construction. With the slowdown in development, some cities have developed incentive programs to encourage new development, which expands tax base in their respective communities; however, many of these incentives include coupons on goods and services.  The proposal before the City Council would temporarily reduce water and sewer connection fees by 50% for building permit applications made through December 31, 2009 and would subsequently provide a direct cash benefit to a builder/future homeowner.&lt;br /&gt;&lt;br /&gt;In other business, the Council will consider approving a number of concrete projects including a sidewalk project along Linden Ave, which would connect the existing sidewalk built during the Ridgeview Clinic’s construction process.  The sidewalk extension would be a joint project between St. Mary’s Care Center, Linden Wood Apartments and the City of Winsted.&lt;br /&gt;&lt;br /&gt;The City Council will also consider project quotes for the Grass Lake Farm watermain looping project, the Lakefront storm sewer outlet project and review a report from Chief Mike Henrich on a liquor license violation at 111 1st St. N.&lt;br /&gt;&lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, May 19th at 6 p.m. in the Winsted City Hall Council Chambers. At this meeting, property owners have the opportunity to challenge the taxable market value of their property to the Assessor and the City Council.  Statements were sent out several weeks ago to Winsted residents informing them of their taxable market value and inviting them to attend this meeting on April 21st at 5:00 p.m.  &lt;br /&gt;&lt;br /&gt;The regular meeting of the City Council will begin at 6:00 p.m.  The City Council has only one item on their agenda, which is to consider the final change order submission from Greystone Construction for the city hall project.   The change order primarily consists of an $8,244 credit to the city, for work not completed per specification on a storm sewer outlet.&lt;br /&gt;&lt;br /&gt;The meeting will wrap up with a report from the Building Inspector.&lt;br /&gt;&lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, April 21st at 6 p.m. in the Winsted City Hall Council Chambers. One of the items being considered would be to allow the placement of one free standing temporary/portable sign in a highway commercial district, which under the current ordinance is prohibited.  The proposed ordinance also prohibits the placement of temporary/portable sign in single family zoning district.  In addition, changes made to the ordinance don’t allow for the placement of a sign in a street right of way or on city property and authorizes the city to remove signs that are placed in these areas.     &lt;br /&gt;&lt;br /&gt;Under new business, the City Council will review bids for the 2009 Airport Improvement Project.  The project consists of resurfacing and regarding taxi-ways at the airport, with the assistance of Federal grant, which requires a local match of 5% of the project costs.  The estimated 5% local match of $15,000 is being paid by hangar owners at the airport, through an annual $200 airport improvement fee.&lt;br /&gt;&lt;br /&gt;In other matters, the Council will review an update to their street maintenance plan, listen to a proposal from the City Engineer on a Pavement Management Plan and review an agreement with Greystone Construction to resolve a washout of a storm sewer outlet that was constructed during the City Hall project.&lt;br /&gt;&lt;br /&gt;The meeting will wrap up with a report from the People Service.&lt;br /&gt;&lt;br /&gt;The Winsted City Council will meet to discuss these items at their meeting on Tuesday, April 7th at 6 p.m. in the Winsted City Hall Council Chambers.
